Handbooks, Guides, and Directories Ensuring Access, Equity, and Quality for Students with Disabilities in School-to-Work Systems: A Guide to Federal Law and PoliciesThe purpose of this publication is to provide guidance to state and local administrators and others responsible for planning and implementing comprehensive school-to-work systems for all students, including youth with disabilities. The primary audience for this publication includes: (a) directors of state and local school-to-work systems, special education programs, and vocational rehabilitation agencies; (b) school personnel, community service agency representatives, employers, family members, and others participating in school-to-work partnerships; and (c) members of professional associations, consumer and advocacy groups, and parent organizations. The information provided in this publication is intended to help develop a broader awareness of key federal legislation and policies that specifically address the participation of youth with disabilities in the full range of school-to-work opportunities being made available. The publication further supports administrative decisions and actions concerning the participation of youth with disabilities in school-to-work systems. This publication, written as a companion piece to the Handbook on Supplemental Security Income Work Incentives and Transition Students (above), builds on the Handbook's exploration of SSI work incentives by providing detailed examples illustrating the process of applying for SSI work incentives, and demonstrating how students with disabilities can benefit from them when utltized during the transition planning process. This handbook provides guidance to schools operating Community-based Vocational Education (CBVE) programs, and encourages the adoption of CBVE programs by schools not presently using this approach. The Handbook is comprised of three sections: Section one introduces the events and actions leading to the development of CBVE and guidelines promoting this approach consistent with the Fair Labor Standards Act (FLSA); Section two presents answers to the questions most frequently asked by school personnel in carrying out CBVE programs consistent with the FLSA; Section three describes the CBVE experiences of eight students between the ages of 14 and 21. This publication presents the regulatory language of the Act and describes potential implications for youth with disabilities making the transition from school to adult life in four areas-notification, participation in meetings, content of the IEP, and agency responsibility. 1992 Rehabilitation Act Amendments: New Requirements for Transition (Spring 1993). This update discusses the purpose and philosophy of the amendments, eligibility requirements, planning and providing transition services, the Individualized Written Rehabilitation Program (IWRP), interagency collaboration, requirements, and state rehabilitation advisory councils.
